Knox County Sheriff’s Report – Mar 02, 2020

Everett Baughman, of Mount Vernon, was observed operating a vehicle with expired registration and no front license plate. While awaiting arrangements for the vehicle, a Sheriff’s Office canine was utilized and a free air sniff of the vehicle was conducted. The canine gave a positive indication on the vehicle for the presence of narcotics. A probable cause search revealed a loaded handgun under the driver’s seat, along with a methamphetamine pipe in the center console. Baughman claimed ownership of the handgun but did not possess a concealed carry permit. He also had an active warrant issued out of Knox County. He was taken to the Knox County Jail without incident on February 29th, 2020.

On February 28th, 2020, a Deputy was dispatched to Kenyon College Campus Safety to pick up a glass pipe containing a small amount of marijuana. The pipe was found outside of Leonard Residence Hall by Campus Safety staff. The items were transported to the Knox County Sheriff’s Office to be destroyed.

Jessica Mantel, of Mount Vernon, was located and arrested on an outstanding warrant issued out of the Licking County Common Pleas Court. Jessica was handcuffed (gapped and double-locked) and transported to the Knox County Jail where she was released to jail staff. Jessica’s Knox County Probation Officer also placed a holder on her on February 28th, 2020.

A Complainant advised that they had been a victim of online fraud. A report was filed to document the incident on February 20th, 2020.

Zachariah Clark, of Mount Vernon, was located and arrested on an outstanding warrant issued out of the Mount Vernon Municipal Court. Zachariah was placed in handcuffs (gapped and double locked) and was transported to the Knox County Jail where he was released to jail staff on February 28th, 2020.

Ronald Karns III, of Mount Vernon, was placed under arrest for domestic violence and transported to the Knox County Jail on March 1st, 2020.

A Complainant went to the Knox County Sheriff’s Office to file a fraud report on March 1st, 2020.

Broch Kutscher, of Coshocton, was arrested for an active warrant issued out of Coshocton County. Kutscher was arrested without incident and relayed to the Coshocton/Knox county line on March 1st, 2020.

A traffic stop was conducted on a vehicle with fictitious license plates on Johnstown road. The driver, Dana Smith, of Mount Vernon, was arrested on an outstanding warrant issued out of the Mount Vernon Municipal Court for probation violations. Smith was transported to the Knox County Jail on March 1st, 2020.

A Complainant advised that drug paraphernalia was located in one of the dorms at Kenyon College. The owner of the items is not known. The incident occurred on February 29th, 2020.
