MOUNT VERNON – The Knox County Grand Jury indicted 23 people for felonies on Monday resulting in a record breaking 275 cases for 2016. The following indictments continue with a pattern of drug or drug related charges.
Gregory J. Yant, 20, of Sunbury was indicted for Aggravated Possession of Drugs, a fifth-degree felony. Yant is alleged to have been in possession of synthetic cannabinoid pharmacaphore (spice), which is believed to have been purchased from Waking Dreams earlier this year before it was closed. This case was investigated by OSP Tpr. Anthony Matheny.
Shawn T. Price, 31, of Mount Vernon was indicted for Aggravated Possession of Drugs, a fifth-degree felony, and Possessing Drug Abuse Instruments, a second-degree misdemeanor. Price was alleged to have been found in possession of methamphetamine. This case was investigated by MVPD Ptl. Jessica Butler.
Jon E. Dowalker, 44, of Mount Gilead was indicted for Aggravated Possession of Drugs, a fifth-degree felony, Obstructing Official Business, a second-degree misdemeanor, and Illegal Use or Possession of Drug Paraphernalia, a fourth-degree misdemeanor. This case was investigated by MVPD Ptl. Jessica Butler.
Julie K. Noel, 36, of Mount Vernon was indicted for Aggravated Possession of Drugs, a fifth-degree felony. Noel is alleged to have been found in possession of methamphetamine. This case was investigated by KCSO Dep. Jason Stachler.
Andrew A. Suain, 34, of Mount Vernon was indicted for Aggravated Possession of Drugs, a fifth-degree felony, and Possessing Drug Abuse Instruments, a second-degree misdemeanor. Suain is accused of being found in possession of methamphetamine hidden in his hat after being stopped for outstanding warrants. This case was investigated by KCSO Det. Brandon Minot.
Joseph M. Gibson, 30, of Mount Vernon was indicted for Aggravated Possession of Drugs, a fifth-degree felony, and Possessing Drug Abuse Instruments, a second-degree misdemeanor. Gibson is accused of being found in possession of methamphetamine in one shoe, and a loaded hypodermic needle in the other shoe. This case was investigated by KCSO Det. Brandon Minot.
Dale E. Reasoner, 36, of Martinsburg was indicted for Failure to Comply with the Order or Signal of a Police Officer. Reasoner is accused of not stopping for law enforcement in a chase that lasted over 12 miles and reached speeds of 99+ mph. This case was investigated by KCSO Dep. Jeremy Carpenter.
Samuel A. M. Yeargan, 21, of Columbus was indicted for Burglary, a third-degree felony, and Theft, a fifth-degree felony. Yeargan is alleged to have entered a home in Centerburg and stolen over $1,000 worth of coins. This case was investigated by KCSO Dep. Jeremy Carpenter.
Muhammad A. Rashid, 60, of Columbus was indicted for Forgery, a fifth-degree felony. Rashid is alleged to have forged a check at Killbuck Savings Bank in an amount over $1000. This case was investigated by DPD Chief Weckesser.
Jerimy J. Mulligan, 39, and Theresa M. Mulligan, 39, both of Martinsburg, were indicted for Grand Theft, a fourth-degree felony. The couple was investigated by the Veterans’ Administration when a Knox County nursing home notified the VA that Charles Mulligan’s expenses were not being paid while he was a resident at their facility. Teresa Mulligan had allegedly been serving as a fiduciary for Charles, her father-in-law. The VA discovered that between March 2013 and March 2015, when Charles Mulligan died, that he had received $27,490 in benefits. However, only approximately $5,700 of those benefits were used to pay for his expenses. Theresa and Jerimy Mulligan are accused of converting the remaining $21,292.95 to their own use. This case was investigated by Veterans Administration Special Agent Todd Springer.
Gary L. Chandler, 71, of Fredericktown was indicted for Rape, a first-degree felony. Chandler is accused of engaging in sexual conduct with someone that is substantially impaired because of a mental or physical condition. This case was investigated by FPD Chief roger Brown and Ptl. Ronny Flynn.
Conard R. Ferenbaugh, 48, of Mount Vernon was indicted for Having Weapons While Under Disability, a third-degree felony. Ferenbaugh is alleged to have been in possession of a Ruger 1911. He has a previous aggravated possession of drugs conviction in a 2015 case that prevents him from legally possessing a firearm. This case was investigated by KCSO Det. Brandon Minot.
Raymond D. Atkins, 30, was indicted for Improperly Handling Firearms in a Motor Vehicle, a fourth-degree felony. Atkins is accused of having a Taurus 9 mm pistol, with two magazines and five live FMJ rounds, accessible in his vehicle. This case was investigated by KCSO Det. Sgt. James Ferenbaugh.
Amy L. Eidens-Higginbotham, 40, of Danville was indicted for Theft, a fifth-degree felony. She is alleged to have stolen $2,883.00 after not depositing a night deposit from McDonald’s. This case was investigated by MVPD Ptl. Aaron Collins.
Charles T. Lewis, Jr., 36, of Bucyrus was indicted for Receiving Stolen Property, a fifth-degree felony, Forgery, a fifth-degree felony, and Receiving Stolen Property, a fourth-degree felony. Lewis is accused of stealing and forging checks from C&H Tool and Die, and being in possession of a Marlin Model 1895 lever-action rifle. This case was investigated by KCSO Dep. Aaron Phillips.
Jesse J. Ervin, 25, of Mount Vernon was indicted for two counts of Grand Theft of a Motor Vehicle, fourth degree felonies, Arson, a fourth-degree felony, Burglary, a second-degree felony, Failure to Comply with the Order of Signal of a Police Officer, a third-degree felony, Breaking and Entering, a fifth-degree felony, and Theft, a fifth-degree felony. Ervin is alleged to have stolen a truck from a Mount Vernon business, in the beginning of overnight crime spree that spanned two counties. The truck was later abandoned in the middle of a corn field and set on fire. Ervin is then alleged to have entered the garage of a Knox County resident to obtain keys to a Camaro that was involved in a high speed chase. The Camaro was abandoned after OnStar was able to disable the vehicle and it crashed. Ervin is alleged to have then entered another property where he stole a golf cart and continued to try to elude law enforcement, but was finally apprehended.
Michael P. Cosner, 26, of Howard was indicted for Grand Theft of a Motor Vehicle, a fourth-degree felony, for his involvement in the preceding events with Jesse J. Ervin. These cases were investigated by KCSO Det. Lt. Craig Feeney.
Alan K. Christian, 24, of Mount Vernon was indicted for Receiving Stolen Property, a fourth-degree felony. He is alleged to have been in possession of a stolen 9 MM Ruger model LC9S. This case was investigated by Det. Lt. Craig Feeney.
Timothy B. Carper, 19, of Mount Vernon was indicted for Burglary, a third-degree felony, Aggravated Possession of Drugs, a fifth-degree felony, and Theft, a first-degree misdemeanor. Carper is alleged to have stolen a child’s bike, and found to be in possession of methamphetamine when he was apprehended. Nichole M. Beck, 34, of Mount Vernon was also indicted for Burglary, a third-degree felony for her participation in these events. These cases were investigated by MVPD Ptl. Qade Lewis and Cpl. Michael Wheeler.
David M. Rodgers, 24, of Fredericktown was indicted for Burglary, a third-degree felony, and Theft, a fifth-degree felony. Rodgers is alleged to have stolen a TV and PlayStation 4 from a Fredericktown residence. Katrina M. Reed, 25, of Fredericktown was indicted for Complicity to both charges after she allegedly tried to persuade someone into providing an alibi. This case was investigated by FPD Ptl. Ronny Flynn.
