LIHWAP is designed to help eligible, low-income Ohioans meet the high costs of water and wastewater bills.
What is LIHWAP?
LIHWAP is a federally funded program administered by Ohio Department of Development. It is designed to provide funds to assist low-income households with water and wastewater bills. LIHWAP offers a one time payment of $750 for water, $750 for wastewater and $1,510 for water and wastewater. LIHWAP is available from Oct. 25, 2021 to Sept. 30, 2022.
Who is eligible?
- All residential Ohio customers of water and wastewater utilities. This including all customers of municipalities, small privately owned water companies and PUCO regulated water companies.
- The water/wastewater bill must be in the name of an adult household member.
- Ohioans with a household income at or below 175 percent of the federal poverty guidelines that are facing disconnection, have been disconnected or are not in disconnect status with provider may apply to the program.

For households with more than eight (8) members, add $7,735 for each additional member.
Customers with a current medical certificate on file (if applicable) are ineligible to receive LIHWAP assistance until the medical certificate protection expires.
How do I sign up?
LIHWAP applications can be submitted online at energyhelp.ohio.gov and in person at the local energy assistance provider (i.e., Community Action Agency).
