(CLEVELAND) — A pair of Cuyahoga County corrections officers pleaded guilty today to charges of using excessive force on a restrained inmate.
“Inmates do not surrender their human dignity along with their freedom,” Ohio Attorney General Dave Yost said. “These two men abused their authority to pound a prisoner strapped to a chair. We wouldn’t stand for a dog to be treated like that – let alone by someone exercising the authority of the State.”
Timothy Dugan pleaded guilty to charges of attempted abduction (F4) and assault (M1), and Nicholas Evans pleaded guilty to attempted felonious assault (F3) and tampering with evidence (F3).
Both men were indicted this past April following a March 22 incident in which they used excessive and unreasonable force on an inmate in a restraint chair. The inmate was later diagnosed with a concussion.
The case was investigated by Yost’s office and the Cleveland branch of the FBI. Yost’s Special Prosecutions Section prosecuted the case.
